Purchasing with State Term Contracts
Please review the following update to ensure timely payment processing and compliance with purchasing requirements:
Purchasing Compliance for Informal Solicitation (Effective January 5, 2026)
For requisitions between $5,000 and $31,000, if a State Term Contract (STC) vendor is available but not used, you must obtain and submit quotes from both the STC vendor and your preferred non-STC supplier. Attaching both quotes to the requisition demonstrates that the non-STC supplier offers a better price than the STC vendor. This process ensures compliance with NC General Statute requirements.
About State Term Contracts
State Term Contracts (STCs) are publicly bid agreements where North Carolina selects vendors to provide goods or services at pre-negotiated prices and terms. Managed by the NC Division of Purchase and Contract, STCs help streamline purchasing, save costs, and ensure fair and responsible spending for state agencies and eligible local entities.
- Purchases can be made outside of a State Term Contract (STC) with documented proof of better pricing. AI tools can assist with checking whether an item is covered by an STC.
