Purchasing with State Term Contracts (STCs)

State Term Contracts (STCs) are publicly bid agreements where North Carolina selects vendors to provide goods or services at pre-negotiated prices and terms. Managed by the NC Division of Purchase and Contract, STCs help streamline purchasing, save costs, and ensure fair and responsible spending for state agencies and eligible local entities.

  • Purchases can be made outside of a State Term Contract (STC) with documented proof of better pricing.  AI tools can assist with checking whether an item is covered by an STC.

Upcoming Requirements for Requisitions between $5,000 – $31,000:

  • Now until January 5, 2026:  If an item is available on an STC but another vendor is selected, Procurement Services will inform the requester that the items are available on STC.
  • After January 5, 2026:  If an item is available on an STC but a non-STC vendor is chosen, the following will be required:
    • A quote from the STC vendor.
    • A quote from your preferred vendor.
    • Both quotes attached to the requisition to demonstrate that the preferred vendor offers better pricing than the STC vendor.
