USDA Requiring Use of Commons Forms in Proposals

Per USDA Secretary’s Memorandum SM 1078-014, dated July 8th, proposals to USDA will require the use of “Common Form for Current and Pending (Other) Support and a Common Form for Biographical Sketch (OMB Control Number 345-0279).”
This will apply to all USDA Agencies and proposals, with an effective date (to be confirmed) as early as the date of the Memo or July 8, 2025.
Therefore, if you have not already created an ORCID ID and SciENcv account, SciENcv will generate the required Common Forms. Please follow the steps below provided by University Libraries. Please note, creating an initial ORCID record, then connecting your ORCID record to the Citation Index, should only take 5 minutes or less. However, populating the information will take additional time, so please start the process now.
- Step 1: Create and link your ORCID ID record to the University Libraries’ Citation Index,
- To get started, visit the Citation Index and click on the “Get Started” button. You will be asked to log in with your Unity ID and password. You will then be led through the process of associating your ORCID ID with your Unity ID. If you do not already have an ORCID ID you can register for one as part of the process.

- Step 2: Link ORCID ID with SciENcv using Libraries’ website/guides and create the Biosketch and Current & Pending Common Forms:
- Website/Guide: https://www.lib.ncsu.edu/sciencv-for-biosketches.
- C&P Guide: step-by-step instructions on creating your Current and Pending using SciENcv.
University Libraries also offers a CV service where you can send them your CV (or another list of publications). They will use your publications list to:
- Fill any gaps in the publications we know about, starting with the most recent 3 years
- Look up DOIs for all of your publications
- Send publications with DOIs to your ORCID record
- Look for open-access links for publications with DOIs
If there are any questions regarding the process, please contact the NCSU Librarians for assistance at group-lib-citations@ncsu.edu.
