{"id":25084,"date":"2026-08-11T10:00:01","date_gmt":"2026-08-11T14:00:01","guid":{"rendered":"https:\/\/units.cals.ncsu.edu\/core-support\/?p=25084"},"modified":"2026-08-12T13:18:59","modified_gmt":"2026-08-12T17:18:59","slug":"changes-to-over-90-day-redistribution-workflow","status":"publish","type":"post","link":"https:\/\/units.cals.ncsu.edu\/core-support\/news\/changes-to-over-90-day-redistribution-workflow\/","title":{"rendered":"Changes to Over 90-Day Redistribution Workflow"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>Please see the excerpts below shared by Justo Torres, Director, Office of Post Award Financial Services (OPAFS), on July 13:<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Previously, any over 90-day redistribution involving a Ledger 5 project (contract or grant) triggered a system hard-stop and mandatory review by the Financial Integrity team and approval by the Director of OPAFS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The system has been updated in production to Auto-Approve the following scenarios:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Ledger 5 to Non-Ledger 5<\/strong>: Transactions transferring charges from a Ledger 5 project to a non-Ledger 5 project will no longer hard stop\u2014they will auto-approve regardless of whether they are over 90 days.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Same-Project Phase Changes<\/strong>: For units utilizing phases, changes made solely to a phase associated with the same Ledger 5 project will no longer hard stop and will auto-approve.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Action Required for Administrators<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maintain Internal Documentation: Units must continue to internally document the business purpose and appropriate approvals for all cost transfers\u2014whether processed in the HR system or the financial system\u2014regardless of whether a central hard stop occurs.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Our Goal<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We hope these enhancements streamline your day-to-day operations and positively impact peak business windows like year-end closings by focusing central office review only where it is truly required.
