{"id":24524,"date":"2026-04-14T08:49:13","date_gmt":"2026-04-14T12:49:13","guid":{"rendered":"https:\/\/units.cals.ncsu.edu\/business-operations\/?p=24524"},"modified":"2026-04-14T08:49:15","modified_gmt":"2026-04-14T12:49:15","slug":"new-nc-dhhs-master-agreement-complete","status":"publish","type":"post","link":"https:\/\/units.cals.ncsu.edu\/core-support\/news\/new-nc-dhhs-master-agreement-complete\/","title":{"rendered":"New NC DHHS Master Agreement Complete"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The UNC System Office has finalized the updated Master Agreement with the North Carolina Department of Health and Human Services (NC DHHS).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A key, immediately actionable change for colleges and universities is that NC DHHS will now allow institutions to charge their NICRA rates, instead of imposing a 10% cap.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All forthcoming awards from NC DHHS should be issued under this updated Master Agreement. Units may proceed with proposing work to NC DHHS using the appropriate F&amp;A rate based on the type of activity (for example, research vs. services, on-campus vs. off-campus).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Additional Updates<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The revised agreement also includes several important changes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Termination notice periods have increased from 30 to 45 days<\/li>\n\n\n\n<li>Non-cancelable commitments are now explicitly included as reimbursable costs upon termination<\/li>\n\n\n\n<li>NC DHHS will retain a perpetual license to deliverables for &#8220;North Carolina State Government Purposes&#8221; rather than just instructional and research purposes<\/li>\n\n\n\n<li>Data security breach reporting timelines are more clearly defined: within 24 hours of discovery, or within one hour if the breach involves SSA or IRS data<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">SPARCS will maintain the Master Agreement in RED as a file-only record and will link it to applicable task orders issued by NC DHHS under the new terms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For additional questions or clarification, please reach out to SPARCS.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The UNC System Office has finalized the updated Master Agreement with the North Carolina Department of Health and Human Services (NC DHHS).
