See the USDA Section below for additional details.<\/p>\n\n\n\n<p>Per Covered Individuals and Senior Personnel &#8211; Compliance <a href=\"https:\/\/research.ncsu.edu\/administration\/policies-and-guidance\/covered-individuals-and-senior-personnel\/\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>:<\/p>\n\n\n\n<p>Under the December 31, 2025, Terms and Conditions, USDA has significantly expanded its research security and disclosure protocols to align with National Security Presidential Memorandum 33 (NSPM-33).<\/p>\n\n\n\n<ul class=\"wp-block-list is-style-padded-list\">\n<li><strong>10-Year MFTRP Certification:<\/strong> All Senior\/Key Personnel must certify that they are not currently \u2014 and have not been at any time during the previous 10 years \u2014 a party to a Malign Foreign Talent Recruitment Program (MFTRP).\n<ul class=\"wp-block-list\">\n<li>This certification must be completed via the institutional portal or SciENcv during project initiation and re-certified annually for the duration of the funding.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p>USDA-funded Senior\/Key Personnel should complete the <a href=\"https:\/\/forms.gle\/uXBep5Pa52yuMshQ8\" target=\"_blank\" rel=\"noreferrer noopener\">MFTRP Disclosure Form<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>USDA-funded Senior Personnel must complete the Malign Foreign Talent Recruitment Program (MFTRP) Certification in order to be eligible to receive USDA funding.
