USDA-funded Senior Personnel Requirement – MFTRP 10 Year Certification

USDA-funded Senior Personnel must complete the Malign Foreign Talent Recruitment Program (MFTRP) Certification in order to be eligible to receive USDA funding. See the USDA Section below for additional details.

Under the December 31, 2025, Terms and Conditions, USDA has significantly expanded its research security and disclosure protocols to align with National Security Presidential Memorandum 33 (NSPM-33).

• 10-Year MFTRP Certification: All Senior/Key Personnel must certify that they are not currently — and have not been at any time during the previous 10 years — a party to a Malign Foreign Talent Recruitment Program (MFTRP).
  • This certification must be completed via the institutional portal or SciENcv during project initiation and re-certified annually for the duration of the funding.

USDA-funded Senior/Key Personnel should complete the MFTRP Disclosure Form.
